DMing So my party just defeated a dragon, and scavanged two fangs out of it. They plan on making daggers from those, and, very conveniently, the RoT has a Dragontooth dagger as a unique magical item. Now here's a question: the tooth is bone, not metal, so who should they go to to commission is dagger for making? A Smith? A boneworker? I'm not sure.

A dagger made out of a dragon tooth would be more reminiscent of a shortsword in my opinion, exceeding the 1 and a half foot dagger length. Therefore as a dm I would presume your dragon tooth "dagger" would do 1d6 piercing damage, as well as probably a +1 or +2 (depending on the age of the dragon) enchantment to make up for the dragons inherent.
